Senior Business Analyst

The Health Products Regulation Group’s (HPRG) Digital Branch is seeking experienced EL1 level Senior Business Analysts interested in joining one of our standing digital delivery teams.

As the Senior Business Analyst, you will work closely with business stakeholders, users and delivery teams to understand problems, identify opportunities and translate business needs into effective digital solutions. You will lead business analysis activities across the full delivery lifecycle, including discovery, requirements definition, process analysis, solution design, testing and implementation.

The role requires strong communication, facilitation and stakeholder engagement skills. You will run workshops, lead discussions, analyse complex business processes and help stakeholders understand how proposed solutions will improve service delivery and user outcomes.

You will play a key role in translating complex business and technical requirements into clear, actionable work items, refining the product backlog, and ensuring work is prioritised based on user needs, business value, and strategic priorities. Working in an agile delivery environment, you will actively contribute to and, where appropriate, lead activities such as backlog refinement and sprint planning.

Key capabilities:

• Strong analytical and problem-solving skills, with the ability to understand user and business needs and translate them into clear requirements, delivery plans and backlog items.
• Experience leading discovery and analysis activities, including workshops, process mapping, requirements elicitation, data analysis and identifying opportunities for improvement.
• Experience applying human-centred design principles to understand user needs, identify pain points, test ideas and ensure solutions are usable, accessible and aligned with business outcomes.
• Excellent communication and stakeholder engagement skills, with the ability to build trusted relationships and explain complex information to technical, non-technical and senior executive audiences.
• Experience working with business subject matter experts to understand challenges and shape practical solutions.
• Experience producing business analysis artefacts such as process maps, epics, features, user stories, data models, functional specifications, impact assessments and other delivery documentation.
• Experience working in multidisciplinary agile teams and contributing to product backlogs, prioritisation and iterative delivery.
• Experience defining acceptance criteria and supporting testing activities, including user acceptance testing.
• The ability to think strategically while remaining focused on delivering practical and achievable outcomes.
• A proactive and adaptable approach, with a willingness to challenge assumptions, identify opportunities and continuously improve ways of working.
• Strong attention to detail, with the ability to document requirements clearly, accurately and in a way that supports successful delivery.
• A collegiate approach and active contribution to an inclusive, collaborative and innovative culture.

Requirements

• Baseline clearance (Protected, Highly Protected, Restricted, Confidential)

• Five or more years’ experience as a business analyst.

• To be eligible for employment with the Department of Health, Disability and Ageing, applicants must be an Australian citizen at the time an offer of employment is made. 
• An applicant’s suitability for employment with Health will also be assessed through a variety of pre-employment check processes, such as:  
  • Satisfactory completion of a criminal history check, and where relevant, a Working with Children and Vulnerable People Check,  
  • Completion of a medical declaration and pre-employment medical (where required),  
  • Providing evidence of qualifications (where required), and  
  • Obtaining and maintaining a security clearance at the required level.  
• For this role applicants must be able to obtain and maintain a Baseline security clearance or hold a current security clearance at an appropriate level. 
• To be eligible for role, applicants must have five or more years’ experience as a business analyst.
