About AFMA

The Australian Fisheries Management Authority (AFMA) aims to provide ecologically sustainable and economically efficient Commonwealth fisheries, through understanding and monitoring Australia’s marine living resources and regulating and monitoring commercial fishing, including domestic licensing and deterrence of illegal foreign fishing.

About the branch

The Corporate Services Branch is responsible for enabling AFMA to deliver its regulatory and operational objectives through contemporary, sustainable and high-performing corporate services. Working in partnership with business areas across the agency, the branch provides leadership, advice and support across governance, finance, people, technology, legal, communications, property and security functions.

The branch plays a key role in strengthening organisational capability, improving planning and performance, supporting informed decision-making and driving continuous improvement across AFMA. Its focus is on delivering services that are practical, responsive and aligned to the agency's strategic priorities and workforce needs.

About the section

The People, Capability and Engagement (PCE) team delivers integrated people and corporate services that support AFMA's workforce, workplaces and organisational capability.

Responsible for HR, Payroll, Communications, Property and Security functions, the team provides strategic advice and practical services that enable AFMA to build a capable, safe, engaged and future-ready workforce.

About the role

The Property and Security Officer plays a key role in delivering property, facilities and security services that enable the agency to operate effectively. Working closely with a range of stakeholders, the role contributes to creating secure, compliant and contemporary workplaces while supporting the ongoing improvement of property and security functions across the agency.

The role provides opportunities to take ownership of initiatives, build strong stakeholder relationships, and contribute to the delivery of secure, compliant and modern workplace environments.

This is an exciting opportunity to work across a broad portfolio encompassing property, facilities, personnel security, physical security, protective security, and governance. The role offers exposure to a wide range of operational and strategic activities, working closely with stakeholders across the agency to strengthen security practices, enhance workplace services, and drive continuous improvement initiatives.

Capabilities & Experience

Our ideal candidate will demonstrate:

  • Experience coordinating property, facilities, security or related corporate service activities in a complex operational environment, with the ability to balance business needs, compliance obligations and operational priorities.
  • Sound judgement and problem-solving skills, including the ability to identify risks, issues and opportunities, and implement practical, business-focused solutions.
  • Strong stakeholder engagement and communication skills, with the ability to build productive relationships, influence outcomes and provide high-quality written advice, reports and briefings.
  • Experience contributing to governance, compliance, assurance or policy-related activities, including the ability to interpret and apply legislation, frameworks, policies and procedures.
  • Strong organisational skills, with the ability to manage competing priorities, coordinate projects or service delivery activities, and achieve results with a high degree of autonomy.
  • A commitment to continuous improvement, demonstrated through experience enhancing processes, systems, services or organisational capability.

We recognise that strong candidates may come from either a property or protective security background and may not have experience across the full portfolio. If you bring experience in one of these disciplines and have a willingness to learn and develop in the other, we encourage you to apply. We value initiative, sound judgement, stakeholder engagement and a commitment to continuous learning as much as direct experience. If you're excited by the opportunity to broaden your expertise across both property and security functions, we want to hear from you.

Desirable Capabilities & Experience

  • Experience working within the Australian Government or a regulated environment.
  • Knowledge of the PSPF and Australian Government security requirements.
  • Experience managing security clearances and personnel security processes or experience supporting accommodation, facilities or property-related services.

In addition to meeting the work level standards of the position classification, as the APS Level 6 Senior Property & Security Officer, you will:

  • Facilitate the management of AFMA's property, facilities and accommodation portfolio to ensure workplaces, assets and services are safe, compliant, fit for purpose and support operational requirements.
  • Drive the delivery and continuous improvement of AFMA's protective security capability, including physical, personnel and information security arrangements, in alignment with the PSPF and government security requirements.
  • Provide trusted advice on property, facilities and security matters, identifying risks, opportunities and emerging issues and delivering practical, business-focused solutions.
  • Deliver security-related administration, procurement and contract management activities, including security clearances, contractor engagement, vendor relationships and service provider performance.
  • Lead governance, assurance and compliance activities, including reporting, audits, committee support, and the development and enhancement of policies, procedures and guidance materials.
  • Build productive stakeholder relationships and drive continuous improvement initiatives that strengthen AFMA's property, security and corporate service capabilities and deliver positive organisational outcomes.

To be eligible for this role applicants must:

  • be an Australian citizen;
  • have the ability to obtain, and maintain, a Negative Vetting 1 security clearance;
  • satisfy the requirements of an Australian Federal Police Check.

This position is located in Canberra, ACT. Successful applicants that are currently not based in Canberra must be willing to relocate to Canberra at their own expense.
